THE NEXT MEETING OF FULL COUNCIL WILL BE HELD ON TUESDAY 13TH JANUARY 2026 AT 7PM IN THE TOWN HALL
MEMBER OF THE PRESS AND PUBLIC ARE WELCOME TO ATTEND
The business to be transacted will be as follows:
1. 7pm - To receive any apologies for absence
2. To make any Declarations of Interest
3. To consider any applications for Dispensations
4. To determine which items, if any, from the agenda should be taken with the public excluded. If the Parish Council decides to exclude the public, it will be necessary to pass a resolution in the following terms: “to consider a resolution under the Public Bodies (Admission to Meetings Act 1960) s1 to exclude members of the press and public in order to discuss item number ...”
This item will then be discussed with the press and public excluded.'
5. To agree any variations of order of business
6. 7.05pm - (if police officers attend) To consider any Police matters
7. 7.10pm - Public Participation – up to 10 minutes will be made available for members of the public to raise matters relevant to the business of the Parish Council:

8. 7.20pm - To approve the minutes of the Full Council meeting held on 2nd December 2025
9. 7.25pm - To receive the Chair’s Report
10. 7.35pm - To consider motions deferred from previous meetings
26/306 Motion from Councillor Gilfillan that the Council Implements a triage system for Councillor queries
26/315 Motion from Trustees of United Charities to consider appointing Jeanette Saxby as a Trustee of United Charities –supporting paper previously circulated
26/357 Motion from Councillor Gilfillan that Minutes at Committee meetings are taken by Councillors in attendance, to negate the need for Clerks to attend all meetings
11. 7.50pm – To consider further the Parish Council’s response to the Crossings Road Planning Application
12. 8.10pm - To consider Planning Applications notified to the Parish Council – see below
13. 8.15pm - To consider any Planning Appeals notified to the Parish Council
14. 8.20pm - To comment on any Planning Decision Notices
15. 8.25pm - To receive reports from Committees/working groups (except if the issue is elsewhere on the agenda):
a. Regeneration & Communications Committee
b. Finance & Town Hall Committee
c. Personnel Committee – draft minutes previously circulated
d. Chapel Memorial Park and MUGA Working Group
16. 8.45pm - Finance:
(a) To authorise the schedule of accounts presented for payment
(b) To note the actual year-to-date income and expenditure against budget
17. 8.50pm – To consider the process for identifying potential new projects and allocating funds (see attached paper from Cllr Chantler)
18. 8.55pm - To consider the total parish Council budget for 2026 together with precept demand
19. 9.15pm – To consider funding request from The Mobile Physio (see attached application).
20. 9.20pm - Motion from Councillor Mrs Drabble that S106 money received in respect of the Meadows Housing Estate be spent on installing a zip wire and other items at Dove Holes playground.
21. 9.25pm – Motion from Councillor Miss Daniels that Chapel-en-le-Frith Parish Council undertakes a full review of the current staff pension arrangements, including contribution levels, compliance with statutory requirements, cost implications, and any recommendations for improvement. The review should be led by the Finance & Personnel Committees, with a report brought back to Full Council for consideration and decision.
