Outcome of sentencing hearing held on 13th November 2025

You will all be aware that the Parish Council attended Court on 13th November for sentencing following its unsuccessful defence of the hearing in July, in respect of the breach of the Abatement Order in place at the War Memorial Park.

Following the removal of the MUGA the Complainants legal team wrote to the Court requesting that the fine be nominal as the Parish Council had now complied with the Order.  At the sentencing hearing the District Judge took the letter from the Complainants legal team into consideration and imposed a nominal £100 fine rather than a tens of thousand pounds fine which the Parish Council could have been faced with had they not acted prior to the hearing, by removing the MUGA.  At the hearing the District Judge also awarded costs to the Complainants’ legal team of £130,000.

It has been noted that there are many social media outlets misquoting the awarding of £130,000 legal costs to the Complainants solicitors, as compensation to the Complainants.  This is totally false and to continue to repeat this claim is disingenuous.

The Chair of the Parish Council has met again with our local Borough Councillors to raise our concerns about the state of the Market Square in Chapel.  No further information was available on the progress of the restoration of the public toilets, the most recent survey of the trees on the square or on responsibility (and therefore any action plans) for the state of the stone flags and railings.  Read more >>

Multi-Use Games Area - War Memorial Park

Following a recent court hearing, the Parish Council has made the difficult decision to remove the MUGA from the War Memorial Park. This decision has not been taken lightly, and we share in the disappointment felt by many in the community. Ancient Cross on the Market Place

Chapel Parish Council has been asking for information from HPBC about the Market Cross for some months. As local residents as well as Councillors we are concerned about its state of repair and the lack of action since barriers were placed around it over a year ago.  We have recently been informed that a survey has been completed by the Duchy of Lancaster, who have responsibility for the Market Cross, in April 2025 and that HPBC is awaiting further information about plans for work on the Market Cross.  The Parish Council will continue to make enquires regularly about progress and report back on any responses we receive.
