Minutes of the Parish Council meeting
held at 8pm on 7th October 2025
at Chapel-en-le-Frith Town Hall
Present: Cllrs J Adshead, M Chantler, T Dales (Chair), Miss M Daniels, Mrs M Drabble, M Drabble, A Foreshew-Cain, Cllr T Gilfillan, P Ockenden, C Williams & S Young

26/0282 Apologies were received from Cllr J Perkins who was unable to attend due to illness. Cllr T Gouldburn was also not in attendance.
26/0283 To make any Declarations of Interests – None.
26/0284 To consider any applications for Dispensations - None
26/0285 Matters to be discussed following the exclusion of press and public - There were no agenda items that required the exclusion of members of the press and public under the Public Bodies (Admission to Meetings) Act 1960 s1.
26/0286 To agree any variations of order of business – None.
26/0287 Police matters – a representative was not able to attend the meeting however a crime report for 01.09.25 – 30.09.25 was submitted to the Council.

Forthcoming policing priorities for Chapel-en-le-Frith are parking issues, retail thefts and speeding.
26/0288 Public Speaking – there were no members of the public present at the meeting.
County Councillor Angela Benham sent her apologies as she had an HPBC Local Plan Steering Group meeting at Buxton Town Hall the same night.
It was noted that Borough and County Councillors don’t generally attend the Parish Council meetings and what the reason for this might be.
It was noted that the planning application for the houses at Crossing Road goes against the Neighbourhood Plan and there is also concern that the increased traffic turning into and out of Crossing Road will increase the likelihood of accidents at its junction with Manchester Road, which is a notorious stretch of road for speeding cars.
26/0289 To approve minutes of the previous meetings. Councillor Gilfillan proposed and Councillor Williams seconded that the Chair be authorised to sign as being a true and correct record the minutes of the Council meeting held on 9th September. All Agreed.
26/0290 Chair’s Report
The Chair stated that following the Public Information Evening meeting, held immediately prior to the Council meeting there seemed to be sufficient people interested in a reforming the Friends of the Park Group, to carry this forward as a community led initiative.
It was agreed that only a few Councillors should be involved in the project and that those Councillors would be Andrew Foreshew-Cain, Tony Gilfillan and Chris Williams.
It was proposed that residents would be invited to email their suggestions to the Clerk for collation and presentation to the Working Group and that the consultation needs to cover all the parks in the parish and not just the Memorial Park.
To receive Actions on updates from previous Minutes
- 26/231 Possibility of putting on a show over Christmas or New Year for the Parish using Live & Local – an email was circulated from Councillor Daniels stating that their next production is not until the Spring.
- 26/232 Procurement of 20 tickets to the next Chapel Players Production to give FOC to local organisations – It was noted that the Assistant Clerk has purchased 20 tickets to Allo Allo The Camembert Capers on behalf of the Parish Council and the Clerk will distribute them.
- 26/236 Investigation into the utilisation of Local Authority Constables – no update.
26/291 Planning Applications - The following applications were considered:
NP/HPK/0825/0867 Hillside Lodge, Long Lane, Combs - Single storey side and rear extension with creation of patio area – It was agreed that the Council has no objection to this application.
HPK/2025/0300 - Land of Manchester Road, Chapel-en-le-Frith - Permission in principle for residential development of up to 9 dwellings -The Council resolved that it has no objection to this application, however Planners should give consideration to speeding along Manchester Road into account when making a decision due to the poor visibility on the bend. If permission is granted Planners should ensure that a biodiversity net gain attachment is put in place.
HPK/2025/0310 Station Yard, Chapel-en-le-Frith - Retrospective application for change of use from coal yard (class Sui Generis) – to storage and distribution yard (Class B8) with racking and container – The Parish Council resolved that it has no comment on this application.
HPK/2025/0344 25 Wood Cutters Way, Chapel-en-le-Frith - Single storey rear extension raised patio and fence line - It was agreed that the Council has no objection to this application.
HPK/2025/0369 Harpur Cottage, Whitehough - Certificate of lawfulness for an existing siting of a caravan for purposes ancillary to Harpur Cottage – The Council resolved to object to this application, as nothing has changed since the previous 2 applications were declined.
26/0292 Planning Appeals – none
26/0293 Panning Decisions
HPK/2025/0191 57 Rowton Grange Road, Chapel-en-le-Frith - First floor extension over existing garage/storage area to form bedroom reconfiguration of existing ground floor garage storage area Forming utility and W/C – granted.
HPK/2025/0223 & 0224 1, 3, 5 and 8 Terrace Road, Chapel-en-le-Frith - Replacement of existing timber windows and doors with uPVC type windows and complimentary timber doors – refused.
HPK/2025/0081 - PEAK DALE MOLECULAR LTD , Frith Knoll Road , Chapel-En-Le-Frith - Construction of two storey office extension to the front of the existing building, with additional parking spaces and reconfiguration of areas soft landscaping - granted.
26/0294 Reports from Committees/working groups (except if the issue is elsewhere on agenda):
(a) Regeneration & Communications Committee – defer to November meeting
(b) Finance & Town Hall Committee – defer to November meeting
(c) Personnel Committee – defer to November meeting
26/0295 Finance – Councillor Gilfillan proposed and Councillor Ockenden seconded that that the schedule of accounts presented for payment totalling £23,000.95 (including VAT) be authorised and the accounts to which they relate be paid.
The year-to-date income and expenditure schedule was circulated to Councillors and noted.
26/0296 Motion from Councillor Adshead - to update residents of South Head Drive on what progress has been made regarding the play park – it was agreed to defer this item to the November meeting.
There being no further business the Chair declared the meeting closed at 9.35pm.
