Minutes of the Parish Council meeting
held at 7pm on 13th January 2026
at Chapel-en-le-Frith Town Hall

26/371 Apologies were received from Cllrs A Foreshew-Cain, who requested and was granted an extension to his leave of absence to 6 months. Councillors J Perkins and C Williams were absent due to illness. Councillor T Gilfillan was also not present at the meeting.
26/372 To make any Declarations of Interests – Councillor T Dales declared an interest in agenda item 12, planning application HPK/2025/0243 9 The Royal Bank of Scotland, as he undertakes voluntary work at the premises training staff on licencing issues.
26/373 To consider any applications for Dispensations - None
26/374 Matters to be discussed following the exclusion of press and public – It was resolved to exclude members of the press and public, under the Public Bodies (Admission to Meetings) Act 1960 s1, from agenda items 10 (all 3 motions), 15c and 15d and 21. It was also resolved to exclude the Clerks from each of these items.
26/375 To agree any variations of order of business – Agenda items where the press and public are excluded will be moved to the bottom of the agenda. Agenda items 16 and 18 to be brought forward to after item 14.
26/376 Police matters – It was noted that PCSO Karen Green had intended to attend the meeting but unfortunately had to cancel as she is unwell.
Councillor Miss Daniel’s suggested that the Parish Council could invite the Police and Crime Commissioner to attend a meeting, in order to provide an update from how the current strategy to the day- to-day experience of the people of Chapel-en-le-Frith. It was agreed that this would be a good idea and Councillor Miss Daniels will pass her contact details to the Clerk.
26/377 Public Speaking – there were no members of the public present at the meeting.
District Councillor Sally DePee who was unable to attend the meeting gave a verbal update to the Chair.
The toilet renovations will recommence on 26th January and should be finished by the end of February. Restoration of the market cross will start in March, and the conversion of the Kings Arms Hotel will begin imminently.
Apologies were also received from District Councillor Angela Benham who was unable to attend the meeting but submitted a written report (see below).
26/378 To approve minutes of the previous meetings. Councillor Young proposed and Councillor Chantler seconded that the Chair be authorised to sign as being a true and correct record the minutes of the Council meeting held on 2nd December 2025. All agreed.
26/379 The Chair updated members that following a conversation he had had regarding the Market Cross on the Market Place, the Duchy of Lancaster has agreed to its renovation, and work should start at the end of March.
The Chair explained that Councillor Foreshew Cain had not resigned from the Parish Council but had resigned as Chair of the Personnel Committee and also stepped down as Vice chair of the Council. His original intention was to take a leave of absence of 1 month but had since extended the request to 6 months.
26/380 To consider further the Parish Council’s response to the Crossings Road Planning Application. The Chair stated that a Planning Consultant, who has Parish Council planning experience, has been engaged to write a response, on behalf of the Parish Council, and he will also write the wording for the Chair to read out at HPBC’s Planning Committee Meeting, when this application is to be heard.
A resident has agreed to record a talking heads type sound bite. It was suggested to also approach County Councillor Ruth George.
It was also agreed that a new timeline was needed as well as an extraordinary meeting to discuss the paper from the Planning Consultant when it is received.
Councillor Adshead stated that the Derbyshire Wildlife Trust had written a good response to the planning application and he would forward a copy to the Chair.
26/381 To consider Planning Applications notified to the Parish Council
HPK/2025/0243 - 9 The Royal Bank of Scotland, Market Street, Chapel-en-le-Frith - Part retrospective application for detached garden room. It was resolved to object to this planning application as the Council has not been given an opportunity comment on materials used etc.
HPK/2025/0465 - Randall Car Brook Farm, Manchester Road, Tunstead Milton - New agricultural building, new access track and associated engineering works. it was resolved that the Parish Council has no objection to this application.
NP/HPK/1225/1233 - Greens House, Unnamed Road from Ridge Lane to Alstone Lea, Combs - Single storey side extension to kitchen. It was resolved that the Parish Council has no objection to this application so long as the materials used are in keeping with the rest of the property.
HPK/2025/0489 - 5 Mill Court, Chinley - Proposed two storey side extension to form a hall, dining and office. It was resolved that the Parish Council has no objection to this planning application.
HPK/2025/0499 - 144 Manchester Road, Chapel-en-le-Frith - Proposed single storey rear extension, side extension and rebuild and enlarge garden to include sunroom and additional access to highway. it was resolved that the Parish Council has no objection to this application.
HPK/2025/0252 – Lydgate Farm, Eccles Road, Chapel-en-le-Frith – Listed building consent to install on-roof Photovoltaic solar panels on the rear south facing roof and an air source heat pump at the side of the building with screen if required. No proposed changes to the fabric of the building and the installations would be on the rear side of the building, where they would not be visible from the road or from any other building. it was resolved that the Parish Council has no objection to this application.
26/382 To consider any Planning Appeals notified to the Parish Council – none.
26/383 To comment on any Planning Decision Notices
HPK/2025/0416 - 22 Brookside Road, Chapel-en-le-Frith - Single storey rear extension. Granted
HPK/2025/0430 - Blythe House Hospice, Eccles Fold, Chapel-en-le-Frith - Installation of roof mounted 31.85kw solar PV system compromising of 70 x Canadian solar 455w modules. Granted
HPK/2025/0434 - 2 Heath Lane, Chapel-en-le-Frith - Create a new single storey extension at the rear of the property. Granted.
HPK/2025/0434 - 2 Heath Lane, C-E-L-F - Create new single storey extension at the rear of the property. Granted.
HPK/2024/0121 – Chapel Garage, Hayfield Road, Chapel-en-le-Frith – Removal of 2 existing buildings, conversion of 2 existing building to form dwellings and 4 new dwellings. Refused
HPK/2025/0307 - Windy Walls Farm, Ashbourne Lane, Chapel-en-le-Frith - Proposed extension to dwelling to form dependent relative annexe. Refused.
26/384 Finance
(a) It was agreed that the schedule of accounts presented for payment totalling £32,552.82 (including VAT) be authorised and the accounts to which they relate be paid.
(b) The year-to-date income and expenditure actual -v- budget schedule was circulated to Councillors and noted.
26/385 To consider the total parish Council budget for 2026 together with precept demand
The draft budget approved by the Finance & Assets Committee was circulated to members for Full Council approval.
It was agreed that in future the Finance & Assets Committee will undertake an annual maintenance schedule in conjunction with the budget.
The clerk left the meeting at 8.50pm during consideration of the budget. The Assistant Clerk followed.
Councillor M Drabble also left the meeting.
The Council proceeded with the agenda item and agreed the Precept demand but failed to agree the budget.
The Chair declared the meeting closed at 9.20pm.

Short Report for Chapel-en-le-Frith Parish Council Meeting
Tuesday 13th January 2026 at 7p.m.
Apologies for not joining you at this evening’s meeting.
1. I am attending a webinar led by Peak Cluster project - a plan to pipe waste carbon dioxide from the Derbyshire cement and lime industries to underground reserves off the west coast near Morecambe.
Residents on Manchester Road, Chapel have contacted me concerned about the implications of Peak Cluster’s request for a Land Access Licence to their property.
2. Efforts to assist residents of the Peaks Static Homes at Tunstead Milton to get action on addressing the long-standing problem of an unpleasant and unwholesome discharge from J.E. Morten’s AdBlue factory flowing down their drive and onto their property is ongoing and taking more time than I like.
Having written to MP Jon Pearce for assistance in the matter, a letter from the Environment Agency was received by him in December saying a visit in the near future is planned to assess what action the factory owner has taken to address the problem.
Meanwhile the residents of the Peak Park are left with the dangers presented by this discharge freezing on their driveway.
I will contact Mark Easdale at the Environment Agency to ask the date of the Environment Agency’s future visit.
3. On 11th December I attended the public meeting about the proposed Barratts development of up 180 dwellings on Crossings Road. I submitted my main objections to the Planning Officer for the Public Portal on 16th December 2025.
4. For the Chapel area of my Ward I have contributed £100 from my Councillor Initiative Fund to Chapel Mobile Physiotherapy Sevice’s insurance costs, £100 to the Canal River Trust towards refuse removal from Combs reservoir bins and £50 to Helping Hands in Combs village.
5. Yesterday, having heard from PCSO Karen Green at my Chinley Surgery that Chapel Community Speedwatch might need more volunteers I was able to pass on the contact details of a Chinley volunteer, with time to help out, to Cllr Sally De Pee.
6. Throughout the autumn I have attended and helped out at various meetings online and in person plus work parties/Christmas parties e.g. Audit and Regulatory, Climate Change Working Group, Local Plan, Waste Management, Friends of Chinley Park Nature Reserve, Chinley Allotments.
