Minutes of the Extraordinary Parish Council meeting
held at 6.30pm on 16th June 2026
at Chapel-en-le-Frith Town Hall

27/101 Apologies for Absence
Apologies were received from Cllrs: Mark Drabble, Melissa Drabble, N. Hill, P. Ockenden, J. Perkins & C. Williams
Resolved: To accept apologies.
27/102 Declarations of Interest
No disclosable pecuniary or other interests were declared.
27/103 Applications for Dispensations
No requests for dispensations were received.
27/104 Exclusion of Press and Public
It was RESOLVED that no items of business required the exclusion of the press and public under the Public Bodies (Admission to Meetings) Act 1960.
27/105 Variations to Order of Business
There were no variations to the order of business.
27/106 Public Participation
No matters were raised by members of the public.
27/107 New Parish Council Website and Online Booking System
Members considered proposals and quotations to commission a new Parish Council website and associated online booking system.
Discussion included accessibility requirements, functionality, integration with council processes, and overall costs.
Resolved:
That the Council supports progressing the project.
That further work be undertaken to obtain detailed specifications and quotations and report back to the Full Council in July - Assistant Clerk & Councillor Daniels.
27/108 Tree Survey – War Memorial Park
Members considered commissioning a full tree survey covering all trees within the War Memorial Park.
The importance of maintaining a regular inspection regime for safety and risk management was noted.
Resolved:
- Quotations were received from: Peak Tree Consultancy £960, Tree Heritage £1250, Thompson Consultancy £1580
- That a professional tree survey be undertaken and the quotation from Peak Tree Consultancy at a cost of £960.00 plus VAT. – Cost Centre 1337
27/109 (Minute 26/424) Commercial Van for Park Staff
An update was received regarding options for the provision of a commercial van.
Resolved:
- To purchase a commercial van along with the associated insurance, multipoint check and extended warranty insurance, multipoint check and an extended warranty be delegated to an officer and Councillor N. Hill. – Cost Centre 1365
27/110 (Minute 27/063) IT Systems and Telephone Provision
Members considered a proposal and a quotation to upgrade the Council’s IT and telephone systems.
Resolved:
- That the Assistant Clerk obtain two further comparative quotations be obtained and reported back to the Full Council meeting in July.
27/111 (Minute 27/093) Memorial Playground Wet Pour Surface
Members considered proposals and quotations to replacement the wet pour safety surface.
Resolved:
- That options and costs be further developed by the Amenities Committee.
- That works be treated as a priority for health and safety reasons.
27/112 (Minute 27/096) Insurance Agreement and Property Review
Members considered entering into a three-year insurance rate stability agreement and commissioning a desktop review of Council properties.
Resolved:
- That quotations from alternative brokers be obtained before taking the decision to enter into a three-year insurance rate stability agreement.
There being no further business the Chair declared the meeting closed at 7.46pm
